Overview

The United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence (C5I) Service Center has been structured to deliver technology solutions for mission success by virtue of its six Product Lines and five Shared Service Divisions. The C5I community, through the CYBER-CIO-C4IT Transformation, is now better aligned with the Mission Support Business Model to more efficiently manage C5I assets over their full life cycle.

The UHF/VHF Engineering Technicians provide logistical life cycle support of equipment/systems during the O&M, and disposition phases of the system development life cycle. The UHF/VHF Technician shall be able to track and utilize USCG logistical and support tools such as CGFixit (Remedy), EAL, ALMIS, SFLC Central and NESSS.

The primary focus of this UHF/VHF Technician is support of SHORT-RANGE COMMUNICATIONS OBSOLESCENCE REPLACEMENT PROJECT (SCORP). The VHF / UHF communication suite provides the fleet with robust VHF / UHF communication capabilities both encrypted and unencrypted. Providing for the safe navigation and efficient communication within the maritime domain. This system is based on common architecture and is scaled to meet individual platform requirements across the USCG. The system was built by C5ISC using COTS parts, such as Motorola and Standard Horizon equipment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Provide depot level VHF/UHF equipment/system troubleshooting support to resolve trouble tickets, work orders and CASREPS generated from the USCG Centralized Service Desk utilizing, monitoring and updating CGFixIT (Remedy) or the Equipment Asset Log (EAL) application support tools.
• Provide installation support of SCORP equipment, both hands on and providing oversite to others as needed.
• Provide VHF/UHF equipment/system on-site technical support for analysis and/or repair requirements. Contractor shall also provide After Action report within five (5) days after site visit.
• Provide VHF/UHF remote troubleshooting support, as appropriate, for identifying repair requirements.
• Provide a weekly status report of all VHF systems Incidents/Work Orders/CASREPs that the contractor is actively supporting (CDRL A004).
• Maintain document management, including version/revision control and overall document organization.
• Support BOD-FCDS with the development and maintenance of databases as necessary.
• Provide data collection support by sending emails and making phone inquiries to field commands/units, then organize and document the data obtained.
• Use Government provided feedback to make revisions/updates to technical and logistics documents and project plans.
• Provide BOD-FCDS support as the VHF Engineering Technical Support Subject Matter Expert (SME) representative at meetings or represent BOD-FCDS when the BODFCDS SME is unable to attend.
• Provide input to revise Equipment Integrated Logistics Support Plans (EILSP) and Equipment Support Sheets (ESS) and other logistics/supply chain documentation for the systems and equipment listed.

REQUIRED SKILLS:

Experience, Education and Licensure:

• 10 years of experience with troubleshooting and maintaining DHS or DOD equipment.

Certifications/Qualifications:

• Preferred that the candidate completed a college electronics course curriculum with award of a BSEET/BSEE or achieved certification in an advanced electronics program from a technical school.

SUPERVISORY RESPONSIBILITIES:

None.

ADDITIONAL QUALIFYING FACTORS:

Travel required for this position will be about 50% of the year in the beginning, tapering off when the SCORP deployment is complete.

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results.
